The Navy acknowledged that two of its older nuclear submarines are undergoing alterations but refused to confirm a report the subs will be used to transport anti-terrorist commandos. The Pentagon’s top spokesman, Michael I. Burch, also declined to discuss the report broadcast by NBC News, saying the subject of American special operation teams was off-limits and “not in the public’s interest to discuss.” NBC reported that the Pentagon’s special anti-terrorism forces now include 2,000 men.
