Larry F. Finnegan has been elected to the newly-created position of vice president for loan development at New City Bank in Orange. He had been an assistant vice president responsible for loan development at New City since 1983. The 35-year-old banker previously held a similar position with Los Angeles-based Community Bank for a year and a half.
