Ex-Official Pleads Guilty in $1-Million Baltimore Theft

BALTIMORE — A former high-ranking administrator for Baltimore’s housing and community affairs agency pleaded guilty Monday to stealing $1.1 million in cash, goods and services from the city government.
John Callan, 66, also agreed to repay $930,000 to the city. Circuit Judge Joseph H. H. Kaplan did not immediately set a sentencing date. Callan faces a maximum of 415 years in prison and a $24,000 fine.
