The Coast Guard stepped up its efforts to block 435,000 gallons of North Sea crude oil from drifting down the Delaware River toward a wildlife refuge and a major shipping canal. Capt. Edward Roe, the officer in charge of the drive to contain and clean up the aftermath of a weekend supertanker accident, called in a private contractor and five Navy ships and moved his command post from New Jersey to Delaware to oversee operations. “Capt. Roe did not feel the contractors for the shipping company were doing an adequate job in that area. He’s very strong about keeping the oil out of marsh areas,” Petty Officer Bruce Pimental said.
