San Diego Padre President Ballard Smith, who says he is not willing to pay free-agent outfielder Tim Raines more than $1.3 million a year, announced he has ceased negotiations with Raines’ agent, Tom Reich.

Smith made the announcement after meeting with Reich Sunday. Smith said he was concerned that the up-in-the-air status of Raines was distracting his team.
