India and Pakistan signed an agreement in Islamabad to withdraw more troops from their border, where a massive military buildup earlier this year had aroused fears of war. A Pakistani government spokesman said the pact calls for almost 70% of the forces to pull back to “peacetime positions” by March 15 and will involve as many as 50,000 troops. The two nations, which have fought three wars since 1949, earlier pulled more than 75,000 troops away from the explosive 75-mile stretch of frontier between Pakistan’s Punjab province and the low reaches of India’s Jammu and Kashmir state under an agreement reached in New Delhi on Feb. 4.
