Military investigators have concluded that two Marine guards arrested on spying charges were working together at the Moscow embassy and were both involved romantically with Soviet women, Pentagon sources said. Moreover, they also believe the two embassy guards were at times in a position to allow Soviet agents to enter the embassy, the sources, who spoke on condition of anonymity, added.
