SAN JUAN, Puerto Rico — Up to six inches of rain fell in eastern and northern Puerto Rico, causing flash floods that killed one man and left three people missing, Civil Defense officials reported.
The officials said that the body of 45-year-old Juan Ortega Vega of Guaynabo was recovered Sunday after his car was carried away by floodwaters as he tried to cross a bridge in Guaynabo, a suburb of San Juan.
