Moscow, Tripoli Sign Pact

TRIPOLI, Libya — Representatives of the Soviet Union and Libya have signed a cultural agreement providing for cooperation in the arts, scientific research and sports, the official Libyan news agency JANA said. The accord was signed Sunday.
