New York-based J. C. Penney Co. has appointed executives to head its restructured merchandising and marketing operations. David F. Miller was named vice chairman and chief operating officer of J. C. Penney stores and catalogue, effective Aug. 1. Miller was previously president of the unit.
It also named A. Scott Frahlich an executive vice president and director of Penney stores, W. Barger Tygart executive vice president and director of merchandising and Rodney M. Birkins president of the catalogue division.
