A Washington man who cut his foot was refused surgery at a Delaware hospital and taken by helicopter to Washington when he was unable to prove he did not have AIDS. Dr. Robert Spicer, an orthopedic surgeon at Beebe Hospital in Lewes, Del., acknowledged refusing to operate on Rod Miller, 38, without proof that Miller did not have AIDS. Spicer said he suspected Miller might be a homosexual because of “his demeanor.” Miller said he told the doctor that there is no reason to think he has AIDS.
