A former mayor of Syracuse, N.Y., was indicted on racketeering charges for allegedly awarding no-bid city contracts in exchange for kickbacks. The 40-count indictment returned by a federal grand jury in Syracuse charged Lee Alexander, once head of the National Conference of Democratic Mayors, with conspiracy to violate federal racketeering laws and extortion. Alexander entered an innocent plea before U.S. District Judge Thomas McAvoy and was freed on bond.
