P.V. Estates Council Won’t Fill Vacancy

By a unanimous vote, the Palos Verdes Estates City Council agreed not to fill the seat vacated by Councilwoman Barbara Culver until the regular election in April when Culver’s term would have expired. Culver, 49, stepped down on June 23 to become city clerk at an annual salary of $28,700. She served on the council for seven years.
Mayor Edward Ritscher said a special election would have cost $10,000 and the new council member would have served only until April.
