President Reagan is showing his true commitment to peace and support for democratic institutions by both his request for $270 million for the contras, and his desire to remove economic sanctions from South Africa.
It’s what his Administration has often referred to as the policy of using both “the carrot and the stick”--South Africa gets the carrot; Nicaragua the stick.
