GTE Corp. said it plans a major restructuring of its telephone business, including Thousand Oaks-based GTE California. GTE of Stamford, Conn., released few details of the reorganization except to say that GTE Telephone will consolidate its headquarters staff with that of its seven operating companies, reorganize the operating companies into fewer territories and create a new information services group. A GTE spokeswoman said a staff reduction, primarily in management ranks, will occur through attrition, early retirement and layoffs but the size of the reduction is not yet known.
