The Avalon City Council approved a draft drug and alcohol abuse policy for city employees this week.
The policy requires pre-employment physical examinations, including drug and alcohol tests, and provides that employees who show symptoms of substance abuse problems on the job may be referred for treatment and disciplinary measures, including job termination.
State law requires the presentation of the policy to city employee bargaining groups for review and comment before final approval by the council.
