Thatcher Issues Apology for Fans

Prime Minister Margaret Thatcher has apologized to West German Chancellor Helmut Kohl for the hooliganism displayed by British soccer spectators in his country, officials said.
Scores of English fans were arrested during a week of violence, particularly in Stuttgart, Duesseldorf and Frankfurt, where the England national team played and lost three matches.
“Mrs. Thatcher apologized deeply,” West German government spokesman Friedhelm Ost told reporters. “She was very upset and very angry.”
