State : CHP Seeks Charges in Fatality

TRUCKEE, Calif. — The California Highway Patrol today recommended charges be filed against a big-rig driver who struck and killed a California man who was attempting to take off his tire chains on Donner Summit.
Officer Bob Riley said the CHP will ask the Nevada County district attorney’s office to charge Kevin Bartzen, 30, of San Diego with driving at an excessive speed for conditions and with manslaughter. Troopers said Albert Mariano Jr., 28, of Orangevale was struck by Bartzen’s truck as he knelt by his small pickup Tuesday afternoon along Interstate 80.
