Pacific Bell Rates to Fall Slightly: A settlement involving Pacific Bell’s expenses to modernize its telephone system will reduce by 11 cents a month for four years the average residential bill of $26 for phone service and toll calls. The agreement, approved by the state Public Utilities Commission, calls for Pacific Bell to trim rates by $36 million a year for four years, starting this May, said PUC spokeswoman Dianne Dienstein.
