Treasury Yields Decline: Yields fell on 4-year Treasury notes to an average of 7.66%, the lowest since 7.65% on Dec. 20, 1989, the Treasury Department announced. The government said it auctioned $8.56 billion of the 7 5/8% interest rate notes at an average of $99.881. At the last auction Sept. 26, the average yield was 8.53%.
