Greenpeace Contends Toxic Waste ‘Recycled’: The environmental group released a 380-page inventory of global trade in hazardous waste, and spokesman Jim Puckett charged that 62% of the shipments “have some sort of recycling or reuse pretext.” The group cited the shipment to poorer countries of incinerator ash, which can contain heavy metals and other toxics, to be used as road material or to fill swamps.
