Bill to Speed Cityhood for Malibu Sweeps Senate

A measure supporting the swift incorporation of Malibu swept the state Senate Friday. The vote was 32 to 0.
The measure by Sen. Ed Davis (R-Santa Clarita) would also allow Malibu, once it becomes a city, to collect $1.25 million in property tax revenue for the fiscal year that begins in July. It would otherwise lose those funds because Los Angeles County failed to file certain documents with the state by Dec. 31.
The County Board of Supervisors cleared the way Tuesday for Malibu to become a city March 28. Although Malibu’s leaders have said they will not push to incorporate before March 28 even if the bill is signed into law before then, they are continuing to pursue the legislation in a bid to recoup the tax revenue. The measure, which is opposed by county officials, must be approved by the Assembly before it can be presented to Gov. Pete Wilson for his signature.
