Foreign Minister Alexander A. BESSMERTNYKH praised the liberation of Kuwait, noting: “For the first time, the international community showed its unified will in the face of the occupation of one country by another.” But he also said “the time is ripe” for renewed efforts to resolve older Middle East conflicts, including the future of Palestinians. He called for the U.N. Security Council to discuss postwar stability and urged arms-exporting countries to consider jointly reducing arms sales to the region.
