Personal Bankruptcies at Record High: A record 718,107 Americans filed for personal bankruptcy last year, up 16% from 1989 and a record high, the American Financial Services Assn. reported. The 1990 figures, compiled by the Administrative Office of U.S. Courts, show the biggest increase--62%--in the 1st Judicial Circuit, which includes Massachusetts and three other New England states as well as Puerto Rico. In the circuit embracing California and eight other Western states, filings rose 7%.
