California Banks Cut Prime: Major banks in the state followed the lead of the nation’s money center institutions by reducing their rates to 8.5% from 9% in the wake of a Federal Reserve Board cut in the discount rate. Banks reducing their rates effective Thursday included Security Pacific, Bank of America, Wells Fargo, First Interstate, Union Bank and Bank of California.
