BOGOTA : A New Constitution

Latin America’s oldest constitution, written in 1886, goes on the scrapheap Friday, a symbol of disillusionment with traditional politics in much of the region. Colombia’s National Constituent Assembly is scheduled to promulgate a new basic law aimed at outlawing a corrupt two-party spoils system.
The new constitution also legalizes divorce, bans discrimination against women and outlaws the extradition of Colombian nationals. Next on the nation’s agenda: new congressional elections in the fall.
