Five Haitian stowaways were chained or caged on the deck of a ship they rode to the United States, triggering an angry dockside protest by Haitian-Americans in Miami. Immigration officials later unchained and uncaged the four men and a teen-age boy and took them into custody. It was not clear who chained and caged the illegal immigrants. The shipping company or shipping agent, which under immigration laws must pay to return stowaway illegal immigrants to their homeland, would face a $15,000 fine if they fled.
