Brown Urges Free Papers to Fight Tax

SAN FRANCISCO — Assembly Speaker Willie Brown (D-San Francisco) advised publishers of free newspapers Friday not to pay the sales tax that was recently extended to all newspapers and magazines. Preparing for battle, dozens of publishers gathered to protest the tax. Papers that charge can pass the cost on to readers, but free newspapers are taxed according to printing costs, which can run as high as 80% of expenses.
