SMALL FACES: Ozzy Osbourne is planning a concert at the Los Angeles Sports Arena on March 19 to mark the 10th anniversary of the Florida plane-crash death of his collaborator, guitar prodigy Randy Rhoads. Some funds raised by the show will go to build a tomb for Rhoads in San Bernardino, where his current grave site has been repeatedly desecrated by souvenir-hungry fans. . . . Scratch all those Love & Rockets breakup rumors. The English trio will enter the studio early next year to record the follow-up to the 1989 Top 10 album “Love & Rockets.” . . . There’s a vacancy in Crowded House. Tim Finn has left the band, so it’ll just be the original trio that plays the Wiltern on Dec. 16. There are still plans for a Tim and Neil Finn duo album, though.
