Here’s Looking at You: Robert Halmi, who last month paid a record $9 million for the rights to turn “Scarlett” into a miniseries for CBS, said Thursday that his RHI Entertainment Inc. has signed an exclusive agreement with the Soviet Union’s famed KGB spy agency to produce a TV series based on material from its archives. The secret files deal with such topics as the Cuban Missile Crisis, the Philby-Burgess-Maclean spy scandal and the U-2 affair. Halmi said that based on the files he’s looked at so far, the material is “going to set America on its collective ear.” Details on where and when the programs will air will be announced later.
