THOUSAND OAKS : Panel Opposes New Construction Rules

Ventura County planning commissioners agreed Thursday that a proposal to stiffen building rules in the unincorporated areas outside Thousand Oaks may be too harsh on landowners.
The commission voted 3 to 2 to urge the County Board of Supervisors to reject changes in the General Plan for the Thousand Oaks area.
Commissioners Sue Boecker and Betty Taylor disagreed. Supervisors will make the final decision Jan. 28 on whether the plan should be adopted.
The proposal would force people who own land in the county to conform to the city’s rules to build.
The plan, drafted with the help of Thousand Oaks planners, would require new houses built in the county to conform to the city’s stricter rules on architecture, height and paint color.
Landowners would also face more scrutiny when building on tops of ridges and on hillsides. Thousand Oaks has tried for years to get the county to tighten its building rules to protect ridges above the Conejo Valley from grading.
