The City Council approved a contract Monday with a new recycler, Bestway of Los Angeles.
The previous company, Circo Recyclers of Irwindale, charged the city $98,385 in 1992 and bid to increase that to $152,232 this year. Bestway was awarded a contract for $95,347.56.
