ON THE RADIO: The 103rd Congress convened this week with one of its members having spent his time off a bit differently. Rep. Robert K. Dornan filled in for another outspoken conservative--vacationing radio talk show host Rush Limbaugh--for three days last month and said audience reaction is “stunning.” . . . But the Garden Grove Republican no longer urges listeners to write to his congressional office. When he told Limbaugh’s audience in 1991 that “you know where to find me,” he got so much mail “it shut our office down for three weeks.”
