SANTA PAULA : Trash Hauler Issued Commercial Permit

The Santa Paula City Council granted a commercial refuse collection permit to a Ventura rubbish hauler Monday after learning that a moratorium on new permits expired nearly two years ago.
An official for Rubbish Control Inc. had asked the city to repeal the moratorium two months ago at a council hearing on a proposed new trash ordinance.
Later, city staff determined that the moratorium, issued in April, 1990, had expired one year later and not been renewed.
The one-year permit allows Rubbish Control to contract with commercial and residential customers who need trash bins larger than the 100-gallon containers distributed to residents by the city-run trash service.
The permit can be canceled if the new trash ordinance, expected to be considered by the council within a month, restricts the number of trash haulers in the city, said Norman S. Wilkinson, the city’s public works director.
