THWARTED ART: The Buena Park Fine Arts Commission had hoped for two years to bring Chinese brush artist Chen Qing Sheng here as part of a cultural exchange. The plan: a City Hall reception, 22-piece art show plus demonstration. Recreation supervisor Joane Evans says, “He is an artist of the people.” . . . But it won’t happen. Someone blocked his entry into the United States. City officials don’t know yet which country did it.
