Girl, 17, Kept Inside Locker; Parents Charged

ORANGEBURG, S.C. — The father of a 17-year-old girl who authorities say was kept in a storage locker has been charged with neglect.
Milton Russell, 38, had told a judge in October that he didn’t know his wife was locking their daughter in an 8-by-10 foot storage locker during school hours each weekday. Officials said he did know and they arrested him Friday.
He was released on $10,000 bond. His wife, Kathy Russell, 36, was released on $60,000 bond on charges of kidnaping and neglect.
Mrs. Russell told authorities she put her daughter in the locker during the day so her husband wouldn’t know she had taken the girl out of school because of learning difficulties.
