ARB Approves Tosco Fuel: The California Air Resources Board has approved a formula for cleaner-burning diesel devised by Tosco Corp., a Concord, Calif.-based independent oil refiner. Low-emission diesel, required by the ARB, is already being produced by other refiners around the state. But Tosco has been granted extra time to conform to the rule, an ARB move that other companies have protested. On March 7, Chevron Corp., Atlantic Richfield Co., Texaco Inc. and Unocal Corp. petitioned the Sacramento Superior Court to set aside the ARB’s exception. Chevron spokesman Mark Nelson said the litigation will continue. “The issue is not the fuel itself--it’s what we consider to be the improper procedures that the ARB took,” Nelson said, “and to make sure that proper procedures are followed in the future.”
