Car-Pool Planners Have Signals Crossed

The controversy regarding car-pool lanes has been fueled by inept problem-solving.
In other cities car-pooling has been properly identified as occurring during “rush hours,” when people are likely to be commuting to and from work. Thus, diamond lanes are designated for three or four hours weekday mornings and afternoons for use by cars with two or more occupants. At other times, these lanes are open to all cars.
Is it possible that transportation officials are smarter outside of the Los Angeles area?
