The Baltimore Orioles waived left-hander Sid Fernandez, 32, with the purpose of giving him his unconditional release.

Fernandez, who was a disappointment since signing as a free agent two years ago, was 0-4 with a 7.83 ERA this season and had been relegated to the bullpen.

Oakland first baseman Mark McGwire, beaned by Toronto’s David Cone on Saturday, will not be able to play in the All-Star game and will be replaced on the roster, the American League announced.

McGwire, who is tied for the league lead in home runs with 24 and second in runs batted in with 59, suffered a mild concussion when he was hit in the helmet by Cone’s fastball.

The league said a decision has not been made on McGwire’s replacement.

The New York Mets, looking for a second-half spark, called up touted minor league pitcher Jason Isringhausen from triple-A Norfolk and demoted right-hander Pete Walker.

Isringhausen, considered one of the Mets’ best right-handed prospects since Tom Seaver, is 9-1 with a 1.76 ERA. He has 75 strikeouts in 87 innings.

The Philadelphia Phillies released reliever Norm Charlton, who was 2-5 with a 7.36 ERA in 25 games this season. The Phillies signed Charlton, 32, to a $850,000 contract as a free agent before last season, hoping he would quickly recover from off-season reconstructive surgery on his left elbow. The recovery never came, and he missed all of the 1994 season.
