For President Clinton to propose to give more money, in the form of earned income tax credits, to those who don’t pay income taxes, in an income tax reform bill, is pure nonsense. No, it’s more than that. It’s welfare in disguise and a sop to supporters angry that he signed the welfare reform bill.
