Initiative Sought to Limit City Pay

A newly formed group of residents called the San Clemente Better Government Alliance is seeking a voter initiative on the November 1998 ballot that would cap salaries for the city’s highest-paid employees.
Residents Tom Padberg, John Koch and Alexander Hale organized the alliance to address what they call a fiscal budget crisis.
The Fiscal Responsibility in Government initiative would limit City Manager Mike Parness’ annual $106,000 salary to $82,000, the salary paid to members of the Orange County Board of Supervisors.
Other city employees would be limited to 95% of the city manager’s salary. Non-salary benefits would be limited to 30% of an employee’s salary, and housing and vehicle allowances would be prohibited.
Parness said salaries are set at 10% below the Orange County median.
The voter alliance would need to gather 2,500 valid signatures to qualify the measure for the ballot.
