Re “4 Die as Small Plane Hits Office Building,” Sept. 22:
The “very aggressive” noise abatement program described by Torrance City Manager LeRoy Jackson requires pilots to make an early, low-altitude turn immediately after takeoff to follow Hawthorne Boulevard. Because this type of maneuver increases the danger that an aircraft will stall and spin if its engine quits, the FAA, in its Airman’s Information Manual, recommends no turns below 800 feet altitude.
Several months ago, the Torrance Airport Assn. advised the city of Torrance that its procedure was unsafe and contrary to FAA recommendations.
