* Re “Study Finds Widespread Runoff Peril on the Coast,” Nov. 29: Your article on runoff and ocean pollution came as no surprise to me. During the 1998 El Nino season, I was driving home. The rains had ceased a few hours before, and it was sunny. On Torrance Boulevard near Western Avenue, water was percolating out of a sewer manhole cover and flowing right into a storm drain a short distance away.
