Re “Putin Gives Teachers a Big Boost,” Sept. 2: President Vladimir V. Putin, breaking with Russian precedent, wants to spend more money on education than on the military. President Bush, breaking with U.S. precedent, just took the first step toward initiating an arms race with China.
I never thought the day would come when I’d fantasize about having their guy in the White House rather than ours.
