Prop. Q May Violate State Law, Counsel Says

A $600-million bond measure designed to upgrade and expand Los Angeles’ emergency facilities may violate a state law, according to a state legislative counsel.
Proposition Q, approved March 5, would pay to build police stations and bomb squad facilities.
But The Times has learned that the measure may also violate a recently passed state law requiring accountability and standards in local bond measures, according to an opinion issued by a state legislative counsel at the request of state Sen. Richard Alarcon (D-Sylmar), who wrote the new law.
Alarcon gave a copy of the opinion to the Valley Industry and Commerce Assn., whose board of directors plan to discuss it at a meeting March 26.
