Red Cross Resumes Most of Its Operations

The International Committee of the Red Cross said it is resuming most of its operations in Afghanistan after a two-week suspension precipitated by the slaying of one of its staff members in the southern part of the country.
But travel for employees outside many major cities is still off limits, and some programs in remote areas considered insecure have been postponed indefinitely or canceled, a spokesman said. Ricardo Munguia, a 39-year-old water engineer, was fatally shot March 27 by suspected Taliban gunmen.
