Did people have to vote in the November 2002 gubernatorial election to vote in the October recall?

No. Anyone registered to vote in the state of California will be eligible to vote in the Oct. 7 recall election.
Voters who are already registered will automatically receive sample ballots and polling information in the mail shortly. Eligible voters who are not yet registered, or who have moved since the last election, have until Sept. 22 to register with county officials.
Registration forms can be obtained from county registrars’ offices, Department of Motor Vehicles offices or the secretary of state’s Web site at www.ss.ca.gov, as well as from political groups and other offices.
