If the recall fails and Gov. Gray Davis remains in office, will the state release the vote counts for the candidates seeking to replace him?

Yes.
“All votes will be counted and reported whether the recall passes or fails,” said Terri Carbaugh, assistant secretary of state.
Counties will report individual results to the secretary of state’s office as they finish counting votes.
Those tallies will be posted on the Internet at www.ss.ca.gov, Carbaugh said.
