Panhandling Restraint Unanimously Approved

The City Council voted 6 to 0 Tuesday to approve a law that will restrict aggressive panhandling.
The solicitation ordinance, which goes into effect in 30 days, makes it a crime to beg for money near ATMs or banks, on public transportation vehicles, in parking lots after dark, and in an aggressive or intimidating way.
The law, backed by local business owners and criticized by civil libertarians, is modeled after a Los Angeles law that passed muster with the California Supreme Court.
