Spy vs. Spy

Re “N. Korean Jets Stalk U.S. Plane,” March 4: If a North Korean reconnaissance plane flew up and down the U.S. Pacific coast just outside our territorial waters, what would our military do? Would we consider such a flight a “provocation”? Would North Korea be justified in declaring that our interceptor planes constituted a provocation? Just wondering.
